IA64 change password error

Hi, Zoli.

I was trying to change my password today with SET PASSWORD. After entering my old password, new password, and new password verification at the prompts, the command ended with the error "%RMS-F-CRE, ACP file create failed", and my password is unchanged.

The only reference to the problem I could find is the following link, but I don't see how the problem they're discussing is connected to changing a password, and the file they mention, NET$SERVER.LOG in my default directory contains nothing relevent (my file hasn't been changed since 2017).
