just a pblm with a chat client user

heya guys .... i didn`t know where else to post this... but i have a problem with a chat client user ... that guy got banned on an irc main channel #kappa on netchat romanian irc server .. and he`s using the chat client service as a proxy ... i was wondering if his IP class can be restricted from using that service ... we would hate to ban him because some of our users from .ca for example are using this chat client to connect to the network ... thx a lot ... an answer would be good
