debian ftp login problem

sorry for noob question, but cant log in into my debian acc (ftp)

when i try to connect i get the following message:

"500 OOPS: failed to open xferlog log file:/var/log/xferlog "

is it a server side problem (maybe the ftp service?) or i do something wrong?

debian is unfortunately in very bad shape during past two days. I'll try to fix the problems today.
